Can you not see it?  If you have the header right under the site logo minimized, you won't see it.  So if you maximize it you should be able to see the shoutbox in there.  My guess is you have that area minimized...

you probably have that top part minimized.  I have it minimized right now and it hides it.  check the tabs up there  ;D
