Real skill vs displayed skill

OK - i have a poisoner who i want to do fencing and use primary and secondary special moves. It says i must have 70 fencing and tactics. Poisoning replaces tactics.
so I though with 100 poison, 60 fencing and 30 fencing in jewels i would be able to do the special moves.
says i need 70 in fencing and tactics to do the primary.

So jewels dont count?

Has to be real skill. It can not be modified with jewelry.

On a similar note, if you are in stat and drop below the 90 or 70, you still can use specials.
