There are two in the mage tower in Shame.
There is one near the orc brute in the orc cave
There is one in the Fiend room behind the WW in Ice
And Jared the Tinkerer is in the middle of the swamp SW of Minoc

Holding down Shift+Ctrl makes it easy to find them as they come up yellow.

My friend threw one of his 3 he got last night on his vendor in Luna on Great Lakes and it's still sitting there collecting dust at 25m right now.

That's because he didn't put "Conjurer's Garb" in the description. Finduo and Searchuo don't have those ItemIds yet so they are only going by the sellers description for those robes.

I found it. He's the cheapest on findUO for the full robe right now. There are a few without the 140 luck for less but his is the best price with the luck mod.

Well I've only gotten two types myself one with 140 Luck and the other without. I've only seen these same two on vendors or on paper dolls in the game.

On atlantic I found an "uncured" Gypsy in the Fel Ant Hole.  It took me about 44 blue crystals to cure him.  I got the 140 Conjuer's Robe from him.  The highest I heard was somoene said it took them 52 cyrstals to "cure" the Gypsy.  I have soloed bout 5 harbriners and helped kill about 14 others and have yet toget the other robe.  They are killing my armor I have to repair everthing about every 3-4 I kill.  It was first time in the game I took a pair of leggings at 255 durablity and self repair 5 to 0.  I am glad my mage don't use anything imbued atm.

Pop those harbingers at a pixe spawn like the one in TW they will kill it for you.
That's how I got the one without luck.
