Dev Response: This was fixed this morning (May 6)

Sonoma is for sure giving out the new rewards now.

do you have to do them in order, i went and found the book and read it, nothing happened.  lantern didnt turn green.  no reward from lt dan/.

You can do them in any order. After double clicking Lt. Dan, did you double click his metal chest? It's along the south wall.

The book itself is not in guardzone. However, a few steps east and it is. I got 6 kills before I was finally guard whacked.... Got some kill points too from newbie dressed faction peeps. Was great chasing one guy into town as he yelled "guards" even though he saw me as orange.
