Character Transfer Currently Unavailable
   

Due to a reported issue with character transfers we are turning them off until the issue is completely resolved. We plan to open transfer up as quickly as possible and will keep everyone informed of our progress.

They probably threw some code in to try to correct the screw up from copying a production shard and didn't anticipate that it might screw something else up.
