depending on the exchange cost. Dunno how high they are but they could be pretty cheap with paypal for example. I just checked. Paypal takes 2,5-4% of the Exchanged amount for exchanging(Looked in germany).
So if booster cost 12,861597 $ (actual course) * 1,04 = 13,37606088$ if you compare with this:

your not comparing apples to apples.     They have discounted account upgrade not new account code so its $6 and change cheaper. $19.95 - 13.37 = $6.58  - but if paypal exchange rates are really that low then sure try it

(but you also better check paypals exchange rates... as that quoted one is probably not what you will get.)
