Steam, OSI, and the Halloween event(Need advice)

So I've rarely had problems with steam beyond the usual errors wich can be fixed from the FAQ on Foaming Squirrels site...... But a new issue has me stumped. OSI introduced a few new items and when running steam i can not see them whatsoever. I logg in without steam and i can. I've tried manually selecting client and uo folders, running this and that as admin. I am stumped. Other players I know running steam do not seem to be having the issue. Can anyone help?

Edit: And yes im fully patched lol
