I can't find the reference, but I think that having 0 parry used to hurt your chances at using a throwing weapon as a melee weapon.  I think the hit chance was calculated using parry skill as a multiple, so if you had 0 parry, you had 0 chance to hit someone when using a throwing weapon as a swords weapon.

Not 100% sure, though.

Based on this, do you need 100 skill in parry to use a shield without a penalty to hit?

There was a huge thread about this on stractics (I'll have to see if I can dig it up) where people did 100+ hits and all different combinations to see the math.
There results were:
99% change to MISS on your first shot (everyone thought it was broken, EA claimed it was because you were firing a "test shot" to get your range)
0% chance to MELEE hit without parry (this is one of the things they just changed)

Other than that, I don't remember what their other results were, but it was a huge "bit** session" about throwing basically
