Whats the lowest possible to have, wasnt it like 81 for never fail hides and 90 for stealth.

I was always told 100 for hiding and 80 for stealth. However, I checked a few links and couldn't find any solid information. I don't actually play a stealthing character so I only have word of mouth to go by.

100 Hiding so you can hide 8 steps away from anything, or never fail when you break line of sight.

80 Stealth as long as your armor allows it.
