1.  Find a PHP library that encapsulates WinAPI   

2.  Port the Python wrapper over to PHP   

3.  Profit   


I, personally, would rather gauge my eyes out with a spork while chugging a brisk cocktail of Draino and Battery Acid ... but with enough elbow grease and cocaine, I believe you just might pull it off.
