Program to edit macros outside uo?

I know there used to be a program about that would let you add/edit/delete macros from your macros file while not inside uo.  Does anyone know if this still exists and where to find it?

If it dont anymore, that sucks.

it works, gotta dl an ocx file, but all it does is open it in text format, i was thinking of something a little more advanced that uses gumps and stuff.
